2018 marks the 5th anniversary InterMET Asia conference and the focus will be on the technologies supporting extreme weather early warning systems and their application in developing countries.

In addition a full programme of workshops will cover key areas, including 'Building Business Resilience to Extreme Weather', and 'Advances in Flood Forecasting'.

As in past years, the conference features the Special Sessions on Public-Private Engagement held in conjunction with the World Bank and the Global Facility for Disaster Reduction & Recovery (GFDRR). The focus will be the technologies supporting the development and implementation of end to end extreme weather early warning systems and their suitability for use in developing countries. Taken together, these presentations would cover the entire end-to-end system from hydromet observations to service delivery and end user feedback.

The sessions will cover:

  • Tools for communicating risk and receiving feedback.

SESSION 1: OBSERVING SYSTEMS TECHNOLOGIES

  • Focus: The latest innovations in key observation technologies, including radar systems and satellite platforms, an examination of how how modern integrated meteorological systems support aviation.

Focus: Presentations from practitioners on the development, implementation and use of impact based forecast and warning services.

SESSION 6. IMPACT-BASED FLOOD FORECASTING AND EARLY RESPONSE

  • Focus: Optimising the use of warnings based on impact forecasts, and new tools for use by disaster managers.
  • Speakers include: Marcel Marchand, Specialist in coastal zone and flood risk management, Deltares; Dr Dasarath Jayasuriya, General Manager, Public Safety, Australian Bureau of Meteorology; Dr Qiang Wang, Shanghai Meteorological Service.


SESSION 7. IMPLEMENTING IMPACT-BASED FORECAST AND WARNING SERVICES IN DEVELOPING COUNTRIES AND WRAP-UP

  • Focus: Case studies on progress to date, the experience gained and lessons learned from the introduction of impact-based forecasting services. The Wrap Up will fearure a panel discussion considering recommendations for future action.

InterMET Asia 2018 conference overview

Tuesday, 10 April

1. InterMET Asia - Word Bank - GFDRR Special Sessions on Public-Private Engagement

This day long series of presentations, panel and roundtable discussions will pick up directly from a recent World Bank Seminar in Washington D.C. and focus on aspects of developing a level playing field for engagement in the delivery of services by the public and private sectors. There will be a keynote presentation by WMO Secretary-General Petteri Taalas and a summary of related proceedings from the American Meteorological Society in January. The Special Sessions will cover:

  • The nature, scale and scope of the Global Weather Enterprise and the roles of the public, private and academic sectors.
  • The potential need for standards, regulations and a code of conduct and their role and value..
  • The opportunities of public-private engagement and how they can be realised.

Speaker: Dr. Erik Andersson, Deputy Director of Forecasts, European Centre for Medium-Range Weather Forecasts (ECMWF)

Topic: Advances in weather forecasting

Session: Advances in weather and flood forecasting systems

The ECMWF Strategy for 2016–2025 sets out clear directions for the development of the Centre’s forecasting system. Ensemble forecasting, at a resolution of 5 km globally, will deliver reliable predictions of the likelihood of occurrence of high-impact, severe weather events up to two weeks ahead.

An Earth system modelling approach will be adopted in order to better incorporate the influence of the oceans, land surfaces, snow, sea ice, lakes and dust aerosol on weather.

Modelling will also focus on weather patterns in the tropics and their influence on the subsequent development of large-scale weather-regime transitions in Europe, and more generally in the mid-latitudes, as these are associated with heat waves, cold spells and periods of drought or extreme precipitation.

ECMWF will develop products in response to user needs. Large volumes of forecast data will be made easily accessible to a variety of forecast users.
